Stepping Stones for Tourism has been developed by Nicholas Hall, who has designed the overall program, developed the workshop formats, content, training and support services. The Stepping Stones for Tourism can be seen as a companion program to the publication of the Department of Environment and Heritage, Steps to Sustainable Tourism, designed to apply to sustainable tourism planning in general. Stepping Stones for Tourism is specifically for use with Indigenous groups and is delivered through activities, not written material.
